The Church has foreseen cases which could be extraordinary. This applies to the question of jurisdiction for confessions. Practically, it is the individual who seeks out the priest in order to receive the Sacrament of Penance who gives the priest the jurisdiction through the intermediary of the Code of Canon Law.
